
Cyprus Conducts First Operational Use of EU GOVSATCOM Hub, Strengthening European Secure Communications
Cyprus has successfully completed the first operational acquisition and deployment of secure satellite communications services through the European Union’s GOVSATCOM programme, marking a significant milestone in the development of Europe’s sovereign and resilient governmental communications infrastructure.
The achievement represents the first real-world operational use of the GOVSATCOM Hub, a core capability of the EU Space Programme designed to ensure secure, reliable satellite communications for governmental authorities, defence organisations and security agencies across the European Union.
The GOVSATCOM initiative is managed by the European Commission and implemented by the European Union Agency for the Space Programme (EUSPA). Initial operational capability of the GOVSATCOM Hub was declared in January 2026, following approval by the Security Accreditation Board representing all 27 EU Member States.
At the centre of the system is the GOVSATCOM Hub, a secure gateway that connects authorised governmental users with satellite communication capacities provided by European governmental satellite operators. Currently, satellite capacity from France, Greece, Italy, Luxembourg and Spain has been pooled within the system, enabling Member States to access secure communications services through a shared European framework.
Cyprus’ successful acquisition and operational use of these services demonstrates the speed, flexibility and security of the GOVSATCOM architecture, particularly in addressing mission-critical governmental and security communication requirements.
The services acquired by Cyprus include Greek governmental satellite capacity provided through Hellas Sat, illustrating the growing role of European satellite operators in supporting EU-level secure communications infrastructure. The satellite capacity has already been utilised by Cypriot governmental authorities for security-related activities and operational communications linked to the south-eastern borders of the European Union.
This operational deployment highlights the importance of secure satellite connectivity in supporting border surveillance, maritime domain awareness, crisis management and civil protection missions, particularly in regions facing complex security challenges.
The ability of Hellas Sat to respond rapidly to Cyprus’ request for services also demonstrated the operational readiness of European satellite communications providers, reinforcing Europe’s capability to deliver secure communications services without relying on external providers.
GOVSATCOM addresses a critical gap in Europe’s governmental communications landscape. Traditionally, Member States have relied on a fragmented mix of national systems and commercial satellite providers. By pooling satellite resources and coordinating access through a secure European hub, the programme enables greater interoperability, resilience and strategic autonomy in governmental communications.
The system is designed to support a wide range of users, including armed forces, law enforcement agencies, border guards, civil protection authorities and EU institutions, particularly during crisis situations where secure and resilient communications are essential.
Looking ahead, the GOVSATCOM programme will be further strengthened through the gradual integration of additional satellite capacities. In the longer term, the system will be complemented by the IRIS² multi-orbit satellite constellation, the European Union’s flagship secure connectivity initiative expected to begin providing services from 2029 onwards.
IRIS² will provide next-generation secure communications capabilities across low, medium and geostationary Earth orbits, significantly enhancing Europe’s ability to support defence, security and governmental missions while reducing dependence on non-European space infrastructure.
Cyprus’ successful operational use of GOVSATCOM services therefore represents an important milestone in the EU’s efforts to build a sovereign and resilient satellite communications ecosystem, reinforcing cooperation among Member States while strengthening Europe’s strategic autonomy in the space and defence domains.
As the programme expands and additional capabilities come online, GOVSATCOM is expected to become a key pillar of Europe’s secure communications architecture, supporting both national and EU-level security operations across the continent.
