Greece and Israel are moving towards the implementation of the Achilles\u2019 Shield<\/strong>, a major integrated air and missile defence programme intended to establish a new multi-layered protection architecture for Greek territory and the Hellenic Armed Forces. Agreements related to the programme are scheduled to be signed in Tel Aviv on 31 August between Greece\u2019s General Directorate for Defence Investments and Armaments (GDDIA) and SIBAT, the International Defense Cooperation Directorate of the Israeli Ministry of Defense, together with the relevant Israeli defence organisations and companies participating in the programme. The project was approved by Greece\u2019s Government Council for Foreign Affairs and Defence (KYSEA) on 23 July 2026 and represents one of the largest individual elements of the country\u2019s ongoing defence modernisation programme.<\/p>\n\n\n\n

The value of the new air defence systems is expected to slightly exceed \u20ac3 billion, with Greek reporting placing the overall figure at approximately \u20ac3.1 billion. Minister of National Defence Nikos Dendias has stated that the complete system is expected to be operational within 35 months, while deliveries will take place progressively rather than as a single completed capability. The programme is designed to create an integrated architecture capable of responding to a broad spectrum of contemporary aerial threats, including conventional aircraft, unmanned aerial vehicles, cruise and ballistic missile threats. Rather than operating individual air defence batteries as isolated systems, Achilles\u2019 Shield is intended to connect sensors, command-and-control infrastructure and different types of interceptors within a common network.<\/p>\n\n\n\n

At the centre of the reported configuration are three Israeli air and missile defence system families: SPYDER<\/strong>, developed by Rafael Advanced Defense Systems; BARAK MX<\/strong>, developed by Israel Aerospace Industries (IAI); and David\u2019s Sling<\/strong>, jointly developed by Rafael and the U.S. Missile Defense Agency. The systems are intended to provide different layers of protection, allowing the Hellenic Armed Forces to select an appropriate interceptor according to the characteristics and level of each threat. The final contractual configuration, however, including the precise number of batteries, launchers, sensors and interceptors to be acquired, has not been publicly disclosed.<\/p>\n\n\n\n

Achilles\u2019 Shield is also intended to incorporate capabilities already operated by Greece rather than establish an entirely separate air defence structure. Existing Patriot systems and national sensors are expected to form part of the broader network, alongside the new Israeli systems and other counter-UAS and surveillance capabilities. This approach would enable Greece to progressively consolidate an air defence inventory that currently consists of systems originating from different countries and technological generations, including U.S.-supplied Patriot batteries and older Russian-origin S-300, TOR-M1 and OSA-AK systems.<\/p>\n\n\n\n

A central element of the programme is expected to be its command-and-control architecture. Information from different sensors and air defence systems will be processed through a common network designed to identify and classify threats and assist in determining the most appropriate response. Artificial intelligence applications are expected to support this process by processing information from multiple sources, prioritising potential threats and recommending interception options. The objective is to improve both reaction times and the allocation of available defensive resources, particularly in an operational environment where conventional aircraft may be accompanied by cruise missiles, ballistic missiles and large numbers of comparatively inexpensive unmanned systems.<\/p>\n\n\n\n

The economics of interception have become an increasingly important consideration in contemporary air defence. Recent conflicts have demonstrated the difficulties involved in using expensive interceptors or combat aircraft against relatively inexpensive drones and other low-cost threats. A genuinely multi-layered architecture allows different weapons to be assigned according to the type, range and importance of the incoming threat, reserving higher-performance and more expensive interceptors for ballistic missiles and other demanding targets while using more appropriate systems against UAVs and lower-level threats.<\/p>\n\n\n\n

Domestic industrial participation represents another important component of Achilles\u2019 Shield. Greece has established a minimum target of 25% Greek participation<\/strong> in major defence programmes, and the Achilles\u2019 Shield arrangements are expected to follow this policy. Approximately 12 Greek companies have been reported as participating in the programme, with the value of domestic work expected to exceed \u20ac700 million<\/strong>.<\/p>\n\n\n\n

The importance of this participation extends beyond the financial value of contracts awarded to Greek companies. Athens has placed increasing emphasis on using major defence acquisitions to develop a broader domestic defence ecosystem, including manufacturing, electronics, software, maintenance and technological capabilities. The ultimate industrial impact of Achilles\u2019 Shield will therefore depend not only on the percentage of domestic participation but also on the type of work assigned to Greek companies and the degree to which this work contributes to sustainable technological and engineering capabilities.<\/p>\n\n\n\n

Of particular importance is the issue of source-code access<\/strong> for the command-and-control architecture. Greek defence authorities have placed significant emphasis on maintaining the ability to intervene in and develop the software architecture of critical C2 systems. Dendias has publicly stated that Greece considers possession of the relevant source code essential for command-and-control capabilities, in order to avoid operational dependence on an external supplier for future modifications and development.<\/p>\n\n\n\n

If implemented as planned, this provision could have significant long-term implications. Access to the necessary software architecture could provide the Hellenic Armed Forces with greater control over the integration of future sensors, interceptors and other systems as Achilles\u2019 Shield evolves. It could also facilitate the incorporation of new Greek-developed technologies over the operational life of the network. The precise technical scope of the source-code arrangements, however, has not been publicly detailed.<\/p>\n\n\n\n

The significance of Achilles\u2019 Shield lies principally in the transition from individual air defence platforms towards a more integrated national architecture. Greece currently operates systems acquired at different periods and from different suppliers. Connecting new and existing assets through a common command-and-control structure could provide a more coherent operational picture and allow available weapons to be allocated more efficiently against different categories of threat.<\/p>\n\n\n\n

The programme is also closely connected with Greece\u2019s broader Agenda 2030<\/strong> defence transformation. Athens plans major defence investments through 2036, encompassing F-35 combat aircraft, new frigates, military transport aircraft, unmanned systems, precision weapons, satellite capabilities and the digital transformation of the Armed Forces. Within this wider modernisation effort, integrated air and missile defence represents a particularly important requirement as the threat environment increasingly combines conventional aircraft with UAVs, loitering munitions and cruise and ballistic missiles.<\/p>\n\n\n\n

Achilles\u2019 Shield also represents a further expansion of Greek-Israeli defence cooperation. The two countries have developed extensive military relations encompassing joint exercises, pilot training, unmanned systems, counter-UAS technologies and other defence programmes. Greece has increasingly incorporated Israeli technology into its modernisation plans, while Israeli defence companies have expanded their involvement in programmes across several branches of the Hellenic Armed Forces.<\/p>\n\n\n\n

For Greece, however, the long-term importance of Achilles\u2019 Shield will ultimately depend on more than the acquisition of three families of Israeli air defence systems. The principal challenge will be the successful integration of existing and new sensors, command-and-control systems and interceptors into a coherent national architecture capable of evolving as threats and technologies change. Equally important will be the extent to which the 25% domestic participation and source-code provisions translate into genuine Greek technological, integration and lifecycle-support capabilities.<\/p>\n\n\n\n

If these objectives are achieved, Achilles\u2019 Shield could represent not simply another major weapons procurement, but a structural change in the way Greece organises its air and missile defence \u2014 moving from a collection of individual systems towards an integrated, networked and progressively adaptable national defence architecture.<\/p>\n\n\n\n
