ARGONAUT 2026 Highlights Cyprus’ Role as Regional Hub for Humanitarian and Crisis Response Operations

The Multinational Civil-Military Cooperation Exercise ARGONAUT 2026 was successfully concluded in the Republic of Cyprus, demonstrating the country’s growing role as a regional hub for humanitarian support, crisis management, evacuation operations and search and rescue coordination in the wider Middle East and Eastern Mediterranean region.

The exercise was conducted across the maritime, aerial and land domains of the Republic of Cyprus, under the overall coordination of the National Guard and in cooperation with the Ministries of Defence and Foreign Affairs. It brought together numerous government agencies, as well as aeronautical and naval assets from Cyprus and partner countries.

ARGONAUT 2026 unfolded in three phases and focused on the implementation and evaluation of the Special National Plans ESTIA και TEFKROS. These plans concern the reception of non-combatants evacuated from neighbouring conflict zones and the management of mass Search and Rescue incidents within the area of responsibility of the Republic of Cyprus.

The first phase, coordinated by the Ministry of Foreign Affairs and the National Guard, consisted of a tabletop simulation and the implementation of the ESTIA plan. The scenario involved the evacuation and reception of non-combatants from a crisis area. A total of 16 governmental services of the Republic of Cyprus participated, together with representatives from 29 countries and two international organisations within the Non-combatant Evacuation Operations Coordination Group.

The second phase, coordinated by the Ministry of Foreign Affairs, focused on the tabletop implementation of ESTIA and examined the reception and management of mass arrivals of foreign nationals by the competent Cypriot authorities.

The third phase, conducted on 13 and 14 May 2026, focused on Search and Rescue operations under the coordination of the Joint Rescue Coordination Center in Larnaca. Part of this phase formed the Distinguished Visitors Day. The scenarios included the management of naval and aircraft accidents in both the land and maritime domains of Cyprus, with the implementation of the TEFKROS plan for mass rescue incidents.

A total of 850 personnel and 28 aeronautical and naval assets from Cyprus, Egypt, France, Greece, the United Kingdom, the United States, Israel, Italy and Spain participated in the exercise. Representatives from private companies and a research and innovation institute also took part.

The Search and Rescue phase was observed from the ZENON Coordination Center by the Minister of Defence, the Minister of Justice and Public Order, the Deputy Minister of Migration and International Protection, the Chief of the National Guard, ambassadors and representatives of participating countries, as well as 140 observers from 31 nations and two international organisations.

The testing of the national plans provided a valuable opportunity to improve response capabilities, coordination mechanisms and interoperability among all participating entities. It also allowed the competent services to evaluate operational procedures for managing mass reception and rescue scenarios.

The successful execution of ARGONAUT 2026, with extensive international participation, once again highlighted the key role of the Republic of Cyprus as an international hub for humanitarian operations and as a pillar of stability, cooperation and crisis response in the wider Middle East region.
